APPLYING THE LATEST OFFSHORE DESIGN REGULATIONS
Discovery’s South Timbalier 283 Junction platform was installed mid-2013 as part of the Keathley Canyon
Connector (KCC) pipeline system bringing high pressure gas fow from several Deepwater Oil Producers
to the existing Discovery gas gathering and processing system. The project team will share some of the
unique design and procurement challenges encountered as a result of new industry regulations and
standards. Keys topics to be discussed include impacts of new metocean criteria, piping specifcation
changes without full fow relief, manufacturing for high pressure ratings, and new trends in unmanned
Mr. Evan Kirchen, a registered Professional Engineer in Louisiana, graduated from the Virginia Polytechnic Institute and
State University (Virginia Tech) with a B.S. in Chemical Engineering. He has more than 25 years of industry experience
in facility design, process safety management, operations management and senior company management. In his
current position as Vice President of Engineering & Construction for the Williams Atlantic-Gulf Operating Area, Evan
works with his team of project managers, project engineers and project support staff to steward a diverse multi-billion
dollar project portfolio including gas gathering/distribution pipelines and deepwater foating production systems.
